I remember thinking at the last budget what a strangely regressive tax change this was for a Labour government to be making, and being surprised that the MSM didn't comment on it.

I'm still surprised now as the MSM fall for the government's line about its being "regrettable" that there will always be losers when the tax system changes while few point out that the drop of the 22p rate to 20p was funded by, indeed predicated on, it.

So what can explain this apparently suicidal policy? Here's my deranged guess: Brown will astonish all by announcing a flat tax before the next election.

Oh and "A gleam of hope for Labour" only if they have someone decent to replace Brown with. Which they don't.
